This is an investigation plan for source-backed review. It is not a determination of illegal coordination, bribery, or quid pro quo. City council members and mayors (and board members for other entities) are decision-makers who cast the votes that authorize public spending — investigate them with the same rigor as state house or senate members: public roster, public interests, recorded votes, and public campaign supporters. Correlation only; never guilt from public data alone.
Public grants/awards, recorded votes by elected members, public professional interests, and publicly disclosed campaign supporters (correlation review, not a legal finding).
Topic: As a Highland Park, Illinois resident, I want a complete source-backed public-records investigation of why the city feels poorly run for residents — especially (A) among the highest property tax burdens in the area and (B) commercial storefronts that stay empty while landlords keep rents high — and how public money is decided and spent.
Leave no rock unturned across the City of Highland Park, the Park District of Highland Park, North Shore School District 112, and Township High School District 113 (separate taxing bodies — never merge budgets without labeling).
